Also, 0.3 versions got unquine colors too, just as Ryder requested to be added with f.eks. /color and then it changes the car color to that ID.
The reason for them only being mentioned in 0.3 is that they wasn't synced in 0.2 and could cause client crashes
Yes, they existed, but as you say, the devs did not put much affort into it in earlier versions and discovered that they where unstable. Early in the 0.3a progress, somebody suggested those colors to get fixed and ready for use, so it happend and now we can use them. I dont know if their even listed at wiki yet, havent checked
